Ollie Watkins scored a dramatic late winner in the 89th minute to send the Three Lions into the title clash.
Manchester City midfielder Phil Foden had given England the lead in the 32nd minute, but the Netherlands drew level through Memphis Depay just before half-time.
The match looked to be heading for extra time, but Watkins popped up with a superb finish to break Dutch hearts.
It was a stunning victory for England, who have now reached the final of a major tournament for the first time since the 2018 World Cup.
They will face Spain in the final on Sunday, in what promises to be a fascinating clash between two of the best teams in Europe.
The Netherlands, meanwhile, will be left to rue what might have been.
